Employment Tribunal Litigant in Person Support Scheme (ELIPS)

The Employment Tribunal Litigant in Person Support Service (ELIPS) is a duty scheme set up in 2015 by the Employment Lawyers Association with support from LawWorks, Advocate and the Free Representation Unit to assist unrepresented litigants in the Tribunal. While the scheme originally piloted in the London Central Tribunal, it has now successfully run for a number of years in the Bristol, Cardiff and Midlands West Employment Tribunals and has recently expanded to Newcastle and Leeds Tribunals.

The clinic is available to litigants in person who are involved in a live claim (i.e. who have a hearing, judicial mediation, or case management order with which to comply, within two weeks of the clinic date). Prior to the Covid-19 pandemic, ELIPS volunteers would provide support to litigants in person at the Tribunal premises with initial advice and where appropriate representation in front of the Tribunal. Currently, volunteers at ELIPS are providing advice online on a biweekly basis and are not able to offer representation at hearings.
